Can voting machines be hacked?

I was going to pose this question to Peter Lichtenheld who handles media inquiries for Hart InterCivic, but he has not returned my phone call or email. Hart InterCivic is a national provider of election voting systems, management products, and services with ties to the Romney family.

 What do you think? Is voting technology tamper proof?
